My S10e camera is very disappointing in mildly low light, with poor, grainy, noisy low quality images. Absolutely nothing to do with ANY settings - I have tried every single adjustment possible, even tried several apps which claim to take better photos. Nothing works. My old S7 took clearer low light photos. It's not even low light, it's only mildly low light. Needs a software fix urgently.

Correct.
It is quite terrible.
I did some comparisons last night in a low light (low light, not no light) scenario, S10 (night mode triggered) vs S7Edge and while the S10 was ever so slightly brighter, the actual image it took was horrific. The S7 Edge picture had more detail and less noise but they were both a fudgy mess. And the s7 did it without any scene optimiser cobblers.
The S7 Edge is from 2016 and IMO, it is absolutely on par with the S10 in almost every regard with the camera. Obviously only excluding the ultra wide and zoom lenses.
The irony is, using pro mode provides a bit of an improvement in general photography. But you cannot use the fancy lenses in pro mode.
It is quite staggering how bad it is.

I'm also seeing poor quality pictures, even in reasonable light levels, very grainy looking (S10+) I'm not sure if this is a software issue or just a poor quality camera compared to its ancestors.

Bad image quality indoors, fix immediately please.

Mine too
my note 9 was no different.
The S10 still needs further processing firmware improvements i f samsung desires to keep its fanbase.
they keep building faster than light devices, but now devices half the price will soon surpass flagships adding insult to injury.

Yep, it is this bad in every other condition than broad daylight. Especially skin tones are destroyed...over aggressive noise reduction, bad image processing.
The regular GS9 was the last to actually produce good photos.

We can all agree we know samsung can improve the camera exponentially at least to the point of zero noise in ANY light.
