I cannot uninstall a new QR Scanner app from Google play. It tried to access accessibility settings. Now I cannot get into app settings. It bounces out. Also have to hard reset phone. It won't let me power off and reset. Help

There are some dubious QR Scanner apps out there. New flagships come with one installed.

I'm fearful here that you've downloaded a rogue. Have you gone to:
Settings
Apps
And searched for the rogue in there?

If not then hard reset from settings might be your only option

I know which one it is but I can uninstall it. I can't even do a hard reset!

Stupid question but do you know it needs to be connected to your PC to reset? Personally, I would try removing the app in safe node, first.
