I haven't seen an official reason @davehorne but one could be that very few Note owners have needed to swap / replace the nibs.
Some previous N10+ owners Samsung they'll use their spare ones if needed which is fine if your previous phone was that model.
Maybe there attempting to keep costs down ?
Owners in the states didn't get akg earphones either but I did see that they can request a set from Samsung if they want them.
