hi can anyone help i can't send mms messages i want to send a picture message and can't hope someone can help me

Search Apn settings of your Carrier online. you will get instructions as well in the same place... or search mobile network then select Access Point Names (APN)

You may need to speak with your network to make sure MMS messages have been provisioned on your account @patsybella  and you'll need a data connection.

 

As MMS are typically charged for by the Network's i prefer to use Facebook Messenger,  WhatsApp or email.

 

Also MMS messages have a file size limit.

if you have correct APN MMS settings and they are active then you may have a spend cap of zero on your contract which may stop you from sending MMS as normally MMS is a chargeable service but like what BandOfBrothers and Srilaks have written, go through them steps first.
