You could try a reset of the Samsung Keyboard.

Or maybe try gBoard or SwiftKey as an alternative.

I'm having a similar issue. After googling around it sounds like:
- They (not sure if Samsung or other) have limited this function if you are using anything except for the Samsung official Keyboard
- It works in gboard but appears to have a one-hour time limit for anything you copy (I can't find any way to extend or change that)
- There is a bit of a hack - turn on Edge panels if you don't have it yet, then you can add the Clipboard to the Edge Panel and have full access
That's where I am so far. This is frustrating, as this was a feature I used daily until nerfed by a recent update!
