How can I change the number of rings for my phone on note 9

I believe you can do this via your voicemail settings depending on your service provider

You need to contact your network provider to extend your call settings before it switches to voicemail.

This is down to your network provider. Generally, open the Phone app > Keypad > Type *61*321*00# on your keypad. This code will allow you to set how long your phone rings before it goes to your voicemail. Replace 00 in the code with the number of seconds you want your phone to ring.

But that's only a suggestion—google your own network's code.
