Totally normal. It's what the phone uses for text to speech. There's non english languages showing up as they're used in translation features.

I'd just leave them alone and update when needed

I don't need them? But I usually like to keep everything updated

You don't need them, but they also won't be causing any harm. So it's easier to just not delete them and update them when an update comes out
