Stock on no resent app screen!

I just completed the most recent update. And now my phone is stuck on a blurry screen That says no recent apps. 

I can't get to my home screen or access any of my apps. Im So cross that I  updated my phone and now I can't do anything. I have tried to hard reset and has made no difference. Started back up on the exact same screen.
