Updates are sent out in batches / waves dependent on regions, eligible phone models, serial / build number and sometimes if a phone has been purchased from a network and not directly from Samsung this can mean a slightly longer wait while the network tests that the new update does not clash with their network apps and features.
Imported phones tend to receive updates slower sometimes too.
My Fold 3 only recieved the September update recently which was purchased directly from Samsung UK.
