Never mind.
What you see on the photo is the startup of the phone. As you do QR code based setup (according to manual from vendor(s): Microsoft, Google, Samsung) you are supposed to initiate the QR code scanning by tapping 7 (or 'several') times on the initial startup-screen. A52 will do you the count down of the taps and as you can see from the photo it will not let you do the final tap and instead it will flip to the second screen of choosing a language.
How is it possible to enroll COPE devices then?
I've been tapping away for days now...Can anybody else confirm such an adventurous behaviour? You can tap yourself "Gaeilge" language and then all messages become an extremely interesting reading ('Next' => 'Ar agh').
