The control panel is taking over the notification panel. Someone now why that happens?

By "taking over", you mean this actually happens all the time you recall the Quick Panel? Does that stay put once opened?
How frequent this is?
Have you already tried to restart your mobile in Safe Mode, in order to check if an anomaly is being generated by 3rd party Apps? Here's how to proceed: https://www.samsung.com/us/support/answer/ANS00062983/
