To remove a Region Lock a culmitive call of 10 minutes needs to be made in the country of origin using a local sim card and the call made to a local telephone number.
The only other option is to ask the Samsung Customer Service Department of that country to see if they can remotely remove the lock or provide a short code to do so.
Region Locks only apply to a Samsung phone supplied directly by Samsung as they are unlocked to all network's out of the box.
A phone supplied by a mobile network as part of a mobile phone contract needs to be unlocked to all network's via the network that supplied it.
The only other option is to try a Highstreet Store that advertises they unlock phones. This comes with a fee.
I wouldn't advise to use an online unlocking site.
