I don't think you can, but I've had the same problem and this is what has worked for me...
1. Remove the phone app from your lock screen (bottom corner)
2. In Motions and Gestures, toggle off "double tap to turn screen on" and "lift to wake"
3. In Biometrics, toggle off "fingerprints always on" (or always scanning).
4. Change Emergency SOS number to your own number.
5. Turn off "Always on display"
This way, the only way for your screen to turn on is by pressing the side button which is much harder when in your pocket. Also, if the Emergency SOS is triggered somehow, it will call you instead of the police. This may not be the best approach but it has worked for me. I was getting sick of calling the police accidentally and they kept giving me ***** for it. Since doing these things, it has stopped. Hope this helps.

Because the phone keeps accidentally calling the police when in a pocket and there is no way to stop it

Because it keeps accidentally being pressed in my pocket and calling emergency services, i have called 111 4 times in the last week!

Ugh..... same with me. My toddler calls 911 so often! Im going crazy trying to look for a solution.
The best ive come up with is to turn the lock screen to swipe n remove the call button from the home screen.
He can still get inside my phone but the emergency button is not right in front of his face

I also would like to know how to remove the emergency call button in lock screen because i recently found out that the keypad can be used to enter codes to unlock the phone WITHOUT password, pattern or biometrics
