This has to be something to do with missing security protocol permissions in the Samsung software.

I also has SSL protocol error on Samsung Internet recently to a specific website. However in my case the site could be accessed by Edge app only, but Chrome/Firefox/Samsung Internet all show the site as "not secure" and cannot access.
Also, I'll add that if I share my phone connection to my laptop, then run "Fiddler2" (a web proxy) there, allow remote connection and open the ports, and then set the phone to access the web through this proxy, I can access the website again.
So in my case, I believe it's a transparent proxy issue caused by ISP.

I assume you have already checked these things.
Conflicting third-party browser extensions
Unstable or poor internet connection
Misconfigured proxy settings
Outdated SSL/TLS protocol version
Incorrect system date and time
Encryption protocol mismatch between the server and client
Use of an insecure or improperly installed SSL certificate

And if you are still getting this error, check if there's an OS update. Your device might be missing the latest Root certificates.
