Our corporate Wi-Fi network requires fixed MAC addresses. Connecting with a random MAC is not possible.
However after restarting the phone, it often tries to connect with a random MAC address instead of the phone MAC address.
Forgetting the network and re-adding it does not help, the problem returns.

As far as I know this is a default feature of Android Q.
It should be possible to disable it for particular network.
Go to Wi-Fi > Select more options (top right corner of the screen) > Advanced > Manage networks > Select your network > MAC address type > Use device MAC.

@TomaszT the issue is that the setting does not persist.
This is likely a bug.
