Me too on Galaxy S21 Ultra.
I was looking forward to Google Pay working again after being on the beta version.
Just says "not set up" and that my phone doesn't meet security requirements.
I'm assuming it's working for those that are upgrading straight from Android 11 to Android 12.

Edit: I went into the Recovery menu and cleared the cache partition. It made no difference.
