10000 mah powerbank

Hi all 

Just recieved a new powerbank and noticed it is completely dead from new. Am I being mental or should they come with at least 50% as storing lithium cells at zero or 100% is not good for performance.

I would expect it to come with minimal charge but in the meantime charge it up and see how it goes

It's crazy I had this issue with new book 3 that also came completely discharged. Time will tell if it cam hold a charge once full. Thanks anyway
