Galaxy tab3 active will not charge after full discharge. Last time It happened my local phone shop externally charged the battery and problem solved. Is this a known issue? If so, how can I overcome it?

How long have you left it on charge ? Usually most devices if fully discharged take a while on charge before they come back to life
