Lock Notifcation Panel when screen is locked

Lock Notification panel access when screen is lock so no one can access/see the quick toggles panel and turn off power menu from notification panel when phone is locked. This is big security flaw in phone when screen is locked. Giving access to flashlight is a saver though but it can done on lockscreen only. Access to notification panel is definitely a security threat.
