Hi there I brought a wrap around skin for my s21 it says to use a hair dryer to make sure it sticks but is it  actually safe and OK to use heat on my s21?

Yeah you only need to pass the dryer over the skin.
All you are trying to do is warm it slightly to just get a touch more softness
Don't hold the dryer in one place.
It won't do anything to the phone, but heat the skin too much and it won't come out well as it will get too soft

When I fit my dbrand back skin part of the process is to use a hairdryer for the edges so it makes them supple enough to use a microfiber cloth to then rub down the edges to get it to seal properly.

Your phone will be OK using one on a moderate heat @WBENSTOCK
