It can depend on the network your using @LAZYSNIPER
It's not a limitation of the phone but typically the mobile network.
Have a word with your networks customer service.
For example I'm in the UK and use o2 and Vodafone.
When I'm on an active call my data connection drops from 4G to H+ but I'm still able to access the Internet.

My son has the s21 and I've just asked him and he can access the Internet while on a call to me.

Yes it works.
I've also had him ring me and try to access the Internet and that connects albeit at a lower connection speed. Once I end the call my connection returns to 4G or 4G +
