When sending a video via WhatsApp to another phone (s23) why is the video playing on the phone blurry? But crystal clear on my phone.

WhatsApp maybe compressing the video.

There Camara is not as good as yours,or is someone else also watching your WhatsApp video's, its easy peasy to hack.
