Try Safe Mode.

I had the same issue. The phone rang itself and the only way was to set silent or reboot the device but after restart, it was ringing again. I installed the logger app from Google Play but the app didn't find anything.
Then I thought that it could be due to my watch 6 connection and disabled Bluetooth also reset the watch but nothing happened.
Then finally I checked the cloud connection then disabled Call on other devices under the Settings- Call&Text other devices and it stopped.
I believe, this setting requires a Samsung account, watch connection, phone number registration, and Google Cloud enabling while activating and this causes conflict since there are lots of syncs.
