Can't connect to public WiFi

Trying to connect to a public unsecured wifi network that requires post connection sign up/in, but the connection keeps failing (NHS free hospital WiFi network). Happening on both my S23 and A9+ (which is near enough straight out the box). Friends device's can connect without issues leading me to think it's one of those obscure samsung security things. 
Any ideas on how to resolve this issue?

I had the same problem when I was last in an NHS hospital in the end you have to sign in to the hospital wf-fi account but it took a few goes before it was accepted.

I can't even get that far. The WiFi never actually connects, it just says 'connection failed ' then tries again in an endless loop

Things I have now tried on the brand new tablet:
>Factory reset
> reset network settings
>turned off Google sync and cleared cach
>multiple combinations of the settings in advanced settings (including settings the IP manual to one I know works)
>turned off private DNS.
>all the basic troubleshooting stuff on the website
