Notifications aren't arriving

I've updated phone to Android 14 and I'm not receiving notifications form many apps on mobile data. I'm not sure, don't remember if this has been happening on Android 13. 

I've reinstalled them, cleared cache, allowed background data usage, unrestricted battery usage, turned off power saving,reinstalled Google Services... Nothing has helped. 

I'm using dual SIM and I've tested both networks, it's the same.

S22u, one ui 5.1, some app notification only popup when open app. Remote diagnose from Samsung twice, battery, memory, mobile data check already. But no change... frustrated. Maybe I have to turn back to iphone

I'm so glad it's not just me, since I got the beta for android 14, and now the stable version is out, it's still the same, it's still not fixed it, I have tried everything, I'm not resetting my phone, I'd have to set up every single thing again, it can take from 30 minutes, to hours, even days for my notifications to come through on all apps, it is weird
