No pattern required on power off

Am I not recalling correctly, or isn't there supposed to be a pattern required before you can power down the phone, because after I tap the second power off button, there is no draw pattern requirement.

Tbh I can not recall ever doing that only on a reset 🙃

That's correct. You don't need a pattern/PIN to power the phone off. But, you do need to enter the PIN before you can unlock your phone after powering it back on.
