Samsung Galaxy A13 charging and data sync problems

Hello there, my Samsung a13 always says slow charging on a normal usb charger and will never sync up to my laptop. It charges fine on usb c plugs but will never sync up to my laptop via usb/usb c. I've seen people with the exact same issues with the same devices and I cannot find a solution.

Immediate first thought is whether you're using a charging only cable OR a data / charging cable when trying to sync to your laptop?

I'm using an original Samsung usb c to c cable. I've also tried usb data transfer cables but it doesn't even give me a data transfer option on my phone
