I've turned my intelligent wifi on, added my networks to its list, and still it's staying connected to a weak network signal when there are stronger ones within range, even turning the screen off doesn't help, as it's still trying to connect to the weaker signal. 

Even when I on up the wifi settings, the system only then starts to search for other wifi networks

Yeah I've never had much success there with my Samsung devices. Typically they'd stick to the weaker signal WiFi in my home (I have 2 separate networks for downstairs and top floor) and fail to switch from them.
