I recently bought a Samsung galaxy 4g watch but didn't realise I would have to pay a monthly fee to connect to o2 network ,it wasn't explained in the description, is this correct,. Thanks.

If you got it on a monthly contract then yes it's correct if you bought it outright then no you can cancel it

Yes. If you want to use the LTE/4G capability then you'll need an appropriate contract with a network that supports the watch.
If you simply wanted the watch to connect to your handset and replicate it making/receive calls, notifications etc then the BT (Bluetooth) version of the watch is what you wanted.
If you have taken out a contract and within the first 14 days then you can cancel it.
