In Latvia are Google Pay, Apple Pay, Garmin Pay, Xiaomi Pay..., but not Samsung Pay. Is it a way to use Samsung Pay in Latvia?

I can download Samsung Pay Russia because I have Russian A51, I can download it everywhere but some cards may not work
