Mine doesn't fail but always shows minimum. So yea, it's broke!

My advice comes from being a UK Samsung iPhone user.

Current Devices:
  • iPhone 14 Pro 256GB Deep Purple
  • Samsung Galaxy Buds+ > Model: SM-R175.

My Watch Active 2 44mm does the same. This has been going on for quite a few months now.
Always shows minimum stress level, which is not true ! At least not always ☺️

This is mine had the watch on most the day but the continuous stress tracking isnt measuring/recording correctly. Hopefully Samsung can sort it soon.

I run into a problem with my Galaxy Watch 4. I set up continuous stress measurement but it doesn't work somehow. I never had problems with it with my previous Watch Active 2. It doesn't show almost anything in my Samsung Health. I even tried factory reset on my watch.

Hi. I think the stress measurement is broken somehow.. whenever I take a reading, it always shoes the lowest value. Always. It never goes higher.

As you can see.
I don't ever bother with it anymoreScreenshot_20210830-091737_Samsung Health_114221.jpg

This isn't the biggest deal, but on GWA2/GW3 I used to find useful when it gave me a "Stress Insight" that reminded me that i was clearly getting stressed and needed to calm down.  It was a good check, and I liked tthis feature, it was beneficial.    On GW4 it is definitely not working, and these posts confirm it to me.

Just came here to look for a solution to this, but looks like it's a bug. Got my Galaxy Watch 4 a couple of days ago (previously had Active 2). Since then stress measurement has clearly broken. Hopefully Samsung will fix it soon

Got my watch this month. Look at the difference. Crazy. I've had no change of life/stressors... just a change in my watch. Makes me feel like I can't trust the technology.
