It's Samsung's intellectual property. They paid all of the development costs so they are unlikely to allow other manufacturers access.

You are correct however, Google is a heavy commercial sponsor of the project.

They would as they have a vested interest. Its a great way of raising advertising revenue by getting your platform onto as many devices as possible which is a different model to Samsung.

The Samsung watches r made for Samsung phones. That's just how it is. Same with a Huawei watch or a OnePlus watch or a Xiaomi watch etc.
