Can the Gear S3 show the battery level in the S7 Edge?

 I can use the Gear App to see the watch state of charge, but most of the time the watch is on my wrist, where I can see the state of charge, but my phone is in my pocket, often inside a weatherproof jacket. 

Is there a way to display the phone state of charge on the watch?

I am pretty sure I have seen some watch faces (and utilities) that do show the phone's charge. It involves installing a companion app on the phone. It might be worth spending a little time going through some of them in the Galaxy app store.
