Certain apps like Galaxy Wearable Music can be stopped. Samsung Health cannot be stopped.

Ah oK, for some system installed/default apps, that setting is not enabled for some unknown reasons, nor can they be disabled.
Only thing that we can do is to take away all the permissions (where possible) for such apps.

In my case, I had to enable Battery Optimization for the app. Only then the Background Activity tab became selectable. Seems to be a contradiction in terms, but it was the only way. Hope this helps you.

Here's what I did. In the App Info screen (of your app), tap on Battery. There you should see Optimize Battery Usage greyed out. Tap on that, and it should take you to a screen called Apps Not Optimized. Look for your app and tap on it to turn battery optimization on for that app. Now go back to your App Info screen and you should now be able to toggle Allow Background Activity. (This is on a Samsung phone btw, may differ on other brands).
