I finally solved this problem with SMS verification. This morning I just tried to change system language from my native to English (UK) and message arrived immidiately. I don't know if problem was really with language, but if you are using other language than english, just try to change it, restart device and log in to Samsung account again.

Hello, I received my Galaxy S20+ recently and found out that I've got same problem.
At first, I logged into my Samsung account without any problem and went to Members app for Galaxy Buds+ bonus. But I didn't see any banner, so tried to remove and re-add Samsung account. This time when I done this, it asked for verification through SMS.
I'm trying to get verification messages for 3 days, but it never arrive. I selected my correct country prefix, tried many different variations of phone number, even tried another phone number, but with no result.
Interesting thing is that after many unsuccessful attempts, verification via call appears. In this case I receive phone call correctly but code that I'm told is incorrect. I'm 100% sure that I always enter correct code, but phone says it's incorrect. I've got videoproof as well, see post bellow.
Verification messages from any other services, such as Facebook or WhatsApp work fine, problem is just with Samsung. Spam blocking feature in my S20+ is turned-off as well as two-step verification feature in my samsung account, I can log-in on desktop without any SMS code.
