Tv wont connect to internet

I got a new TV for Christmas and im having trouble with it. Its a little more complicated than what I put in the subject line. I have the TV connected to my router via ethernet cable (bought off Amazon claiming to be a cat 8). Also I should add this problem happens when I connect tv to wifi or my mobile hot spot on phone. I've tested the connection and its connected with full bars on all the previous mentioned methods of internet. So im setting up the TV and it comes to the portion where I need to download and accept the terms and conditions, but when I try it just get a message back saying internet is unstable. So I cant accept terms and conditions. It won't let me check for an update since I have not accepted terms and conditions. HELP!!!

So this problem persists when connected via ethernet, wifi, and mobile hot-spot too?

Have you tried resetting the tv? Stick to using just the ethernet too, forget about WiFi for now. Let's try and get it to work on ethernet first to eliminate any variables a wifi connection can present

I have tried resetting it. But for some reason the number pad won't come up to enter the default password to get it to reset. As of right now im thinking my options are returning the TV, or downloading the update (I know the TV needs it i have 1401 and the last update is 1406.9) on a USB. The bad part is, 2 weeks prior to getting the TV my laptop stopped working. Im hopping make someone has advice  on how to get this to work  other then what I fear my 2 options are.

Troubleshooting these kinds of problems usually need someone present to see the issue firsthand, knowing what to look out for.
In your case you may be better off returning the TV, all this hassle to update the TV and it may not even be the solution. And you'd be out of the limited return window. Don't wait too long.

Hi @Dan707  Some customers have had this problem if country and language are different,  however may not be the same on your case.  You may well have the latest update.   I would suggest a Factory Reset, Support-Self Diagnosis-Reset.   One customer found it was easily solved thereafter by using the Smart Things App https://eu.community.samsung.com/t5/tv/unable-to-accept-terms-and-conditions-solved/m-p/2051932  If not    See if you can   sign into your Samsung Account or create a new one, now see if you can accept the Terms and Conditions.    Possibly you may need to unplug your router for around 5 minutes  and then reconnect.

I dont have access to the apps on my TV nor will the TV allow me to access the device care tap since I haven't accepted the terms and conditions.

@Dan707   oh right, well would try the update via USB.      You may wish to contact Samsung support,assuming in uk contact details here https://www.samsung.com/uk/support/  or consider option of returning.
