Smart hub failure

Smart hub not working.

I was unable to use any app always prompt "this tv is not fully functional in this region". So I did factory reset and now all apps disappeared and now I can't accept privacy policy terms of use always prompting same message

Same goes with my samsung tv 50 inch.

I bought it from Cost U less here in American Samoa and the terms and conditions is unacceptable with the smart hub err40001.

Can somebody please help me solve the problem please.
