I assume this topic was discussed here, but I decided to take a short video to demonstrate the problem. In my opinion this is unacceptable. I used Netflix's The Haunting of Hill Houseת Ep 3 just at the begining. Content is HDR. I used 'Low' for local dimming.
I heard Q9FN suffers from a very similar issue, but it is just terrible in Q7. Take a look:

I thought the local dimming should be on high for HDR.

I bought a QE55Q8FNATXXH yesterday. I have the same problem and it's so annoying.

I put similar comment in us forum, because it was the first topic where I found the problem.
I have the same problem in my Q7FNA ( I regret every day I bought it...). Even after 1251 firmware. I've noticed that on the Movie Mode it looks a little bit better. However, the behaviour of this is unacceptable. So expensive TV with such glitch... There is a petition:

same with NU8000 and latest firmware 1251... they still don't add the option for disabling local dimming too bad we havebeen waiting since last 4 firmware updates and still nothing what a shame

Samsung is stepping on their own toes. Try the link below and that may help. Also, note for some TV's the remote control code may be different but a quick google search will help. YouTube Video here
I think the TV is sensing a brighter scene when the white captions come on the screen and the average lightness of the scene is adjusted.
