Blue bar left side of screen

Having this really weird problem, there's a blue bar stuck on the left side of the screen, suddenly just scrolled in, line for line until it stopped.

I've tried factory and picture reset, doesn't matter which input I use or none at all.

Anyone have any idea what this might be?

Does the blue bar appear on all sources? If so, you might need this checking by an engineer.
