Auto dimmimg with all eco off

I am having an annoying issue when on game mode that any time I have a dark area in a game the screen dims to such an extent I can't see anything. I know it is dimming as if I pull up a settings menu or the home screen on the TV the screen gets brighter and I can see what I am meant to on the game. This goes back to dark dimming once the settings or home menu is exited.

All eco settings turned off

Brightness so high that it is causing bloom effect on games in bright areas

Does this only seem to be happening in Game Mode on your TV?

Yes I think just game mode as I have not tried any other modes for the xbox one. I can try and take screen shots to show what I am on about. 

I was playing doom and when paused the menu dims very strange
