are you using the beta update as this has been mentioned before

If using the Beta program, Google Pay will not be operational. I believe Samsung is aware of this.

As long as the binary is not certified by Google, Google Pay will not work. Usually, only the official version (once the Beta ends) is certified, so until then you can try to use Samsung Pay instead :).
