Smart Switch issues with parental controls

I've just bought my daughter a Tab A9+ (to replace an old Tab A8 with a cracked screen). I used Smart Switch to transfer everything from the old tablet, but it hasn't worked correctly.

On the old tablet, my wife has set up parental controls. My daughter's Samsung account is shown at the top of the Settings screen (with a gmail.com address)...

...and only my wife shows up (as Admin) on the Users screen:

On the new tablet, no one is logged in on the Settings screen...

...but the Users screen shows both my wife (as Admin), and my daughter an an "Other user":

The new tablet has the right apps/desktop background etc (from the old tablet) but it appears to be logged in as my wife (so she can't perform any parental controls).

I've now removed the "L" Other User from the Users screen on the new tablet (as I think it was spurious, and not actually linked to anything - it had no apps if we switched to it). I've also logged my daughter in on the main Settings page, so it appears to match the old tablet.

However, looking at the "Manage accounts" screen, the old tablet has my daughter logged in (with a gmail.com email address) with both a Google and a Samsung Account. On the new tablet, there's just her gmail.com address for a Samsung account. If we then use the Add account option and try to add her Google account we get the following error:

I'm a bit stumped now, as removing the only remaining account on the new tablet (my wife's) would surely delete all the apps and settings that were brought across by Smart Switch.

I'm quite happy to wipe the new tablet and start again, but any suggestions of how to make this work with parental controls would be greatly appreciated.

Whoa, it's been alongtime since I used this, but my first guess is your daughter should be the main user.

Personally I would start over and maybe consider using Google or Microsoft equivalent i found the later great to control more than the tablet and track complete usage stats, in particular Xbox.
