samsung tablet t580 tab a 10.1 will not charge on or off

I have a samsung tablet t580 tab a 10.1 ant it wont  charge put in a new battery did not fix it.

It show that it is charger when it on but not when its off

Does anybody have a idea as to what is wrong?
