Locked screen not turning landscape

I've noticed for a while now that when my Tab S6 is locked it doesn't rotate to landscape anymore until you unlock it ?

the lock screen does not move... its not untill you unlock your phone the landscape and portrait will work

just did factory reset and it now rotates when locked to landscape
