Can't watch downloaded programmes offline

Hello I'm  newbie here and need some help please. I have a Samsung Galaxy Tab S2 and my son has a Tab A.  Recently we are having the same problem, we can't watch programmes downloaded to the library on Google Play Movies and tv, nor downloaded to BBC iplayer when offline. Downloads to Netflix are fine. I've turned to airplane mode but still no luck. So for example we are away camping at the mo (We live in NZ) so no Wi-Fi, so downloads don't play. They used to play ok. Would really appreciate some suggestions thank you

It sounds like there may be an issue with the DRM (Digital Rights Management) or an app update causing problems with Google Play Movies and BBC iPlayer downloads when you're offline.
