keep phone app in pop up view

When phone app is in pop up view you can use the dialer over the top of notes or some other app which is great. As soon as the call connects the phone app switches to full screen and you have to go through a load of gestures to get the notes or calendar etc that you had ready to talk about.  It would be great if the phone app would stay on pop up and then it could be minimised, moved a around as needed.
