Theme store

The theme store should have some set requirements for themes.

Exampl: 

Themes should support the base icon's functions. The date and time. Icons should be functional. 

Palettes should be functional with themes.from the store, this includes themes created in the Theme-park.

Yep, the majority of the themes aren't worth getting.
