Apparently if you use Bing without signing into a Microsoft Account, you will see a page that looks very similar to Google. is this somewhat underhand though not the only company to indulge in such practices? However in recent years for instance , chrome download sites have been modified and pop up Ads have been added into Googled chrome on Windows.

Google may be preparing to sell Chrome to Microsoft if it loses in a US court case, where it appealed the stupidest court decision ever that it had to sell Chrome.
Not only does it have to sell Chrome, the court ruled that Google must sell both Android and Google Play, in which case I'm switching to iPhone.

I use Chrome and have not experienced pop-ads in it. But I also use antivirus software that protects me both in Chrome and in other browsers, and Chrome itself has good protection against possible hacker attacks.

Yes, I use chrome at times -, depends if you have sufficient protection.
