This is due to the software being a Beta version. Basically, Google does not certify the beta software (which does not mean it is unsafe) and once an official version of new Android is released it will be once again certified.
So as soon as Android 11 is officially released for Note 10 and Beta program ends, your software will be certified by Google and this problem will not appear anymore.
