Make sure you have Kids Mode disabled before turning the device off.
It is designed so the child will not be able to bypass Kid Mode's protection with restarting the device 
If you have done it, and this still happens then please make sure to submit an error report using Beta Feedback option in Samsung Members app and maybe try uninstalling the app in Settings
